It is a necessary restriction on KBM, otherwise those few players who use it would be wildly OP due to far superior accuracy and turn speed allowed by KBM. And this is from someone who prefers KBM in FPSs - I play Dust with DS3.

Lack of Scout flexibilty is further exacerbated by having only one equipment slot. We are stuck in whatever equipment we spawn with: scanning, killing or AV (nanos), and the upcoming cloaker (assuming it takes up an equipment slot).
